“Two Helmets for Every Two-Wheeler” – Shri Nitin Gadkari’s Road Safety Initiative Gains Industry Support
In a significant move to enhance road safety in India, Union Minister of Road Transport & Highways Shri Nitin Gadkari has mandated that all two-wheelers be sold with two ISI-certified helmets. Announced at the Auto Summit in New Delhi, this directive has received strong support from the Two-Wheeler Helmet Manufacturers Association of India, the country’s leading body representing ISI helmet producers.

India’s road safety data presents a concerning reality, with over 4,80,000 road accidents and 1,88,000 fatalities reported annually—66% of which involve individuals aged 18 to 45. Among two-wheeler fatalities, more than 69,000 deaths occur each year, with 50% attributed to the absence of helmets.
Shri Gadkari’s directive is a crucial and long-overdue step in tackling these preventable tragedies. The Helmet Manufacturers Association, a longstanding advocate for ISI-certified helmet use, welcomed the Minister’s proactive leadership.
“This is more than just a regulation; it’s a national necessity. For families who have lost loved ones in road accidents—young sons, daughters, parents—this initiative offers hope that such tragedies can be prevented in the future,” said Mr. Rajeev Kapur, President of the Two-Wheeler Helmet Manufacturers Association of India (THMA).
The industry stressed that two-wheeler travel should no longer be a life-threatening activity. Ensuring both the rider and pillion wear ISI-certified helmets will make every journey safer and more responsible.
The Helmet Manufacturers Association reaffirmed its commitment to increasing production and ensuring widespread availability of quality ISI helmets nationwide. They hailed the Minister’s initiative as a landmark step that could usher in a new era of safer and more responsible two-wheeler commuting in India.
